Using oxcarts to travel isn’t like normal fast travel where you get to your destination right away without any problems. Riding oxcarts can be risky because you might run into monsters or bandits on the way. In addition, they cost gold, and you cannot use them at night.
You will need to find and ride these wagon spots scattered throughout the map. Some initial ones are unlocked with some starting story progression.
